Horseracing is regulated and governed by the British Horseracing Authority (BHA) and subject to a statutory levy. The Horserace Betting Levy Board (HBLB) collects levies on the gross profit of off-course horserace betting turnover from bookmakers. The levy has a specific statutory purpose and is used for the improvement of the breeds of horses, the advancement of veterinary science, and the improvement of horseracing.

Government plans to subject online betting companies based outside the UK to a reformed horse racing levy are now in the pipeline. We will be keeping a close eye on developments and advising clients accordingly.

Licensed betting operators are required by law to report suspicious bets to sports governing bodies.

There are regulations governing those involved in horseracing: jockeys, for instance, who are licensed by the BHA are not permitted to bet on horseracing. If they do, it is a serious offence and you can be disqualified.
